**This is a Term position NTE 24 June 2019; the individual selected for this position may be extended without further competition. **The primary purpose of this position is to plan, organize, develop, implement, and monitor a program of family child care to reduce risk to children in family child care homes.**

### Responsibilities
* Enforces Family Child Care Program management polices and regulations to protect children and the Air Force; initiates inspections of family child care homes and providers; and analyzes, evaluates, and documents program violations.
* Provides and monitors curricula and training for both family child care providers and chilren; assesses development of children in family child care homes; and pursues parental education and involvement.
* Serves as the focal point fo rthe United States Department of agriculture (USDA) Child and Adult Food Program (CAFP) for the family child care program.
* Performs a variety of duites in support of the Family Child Care Program to include participation in suitability evaluations, management of resources, establishment and maintenance of a resource-lending program, accomplishment of required reports,
* Continue from above - Creation and maintenance of necessary documentation and files, and carrying out of public relations task.

### Qualifications
**Basic Requirement for GS-1701 Child Development Training and Curriculum Positions:** A Bachelor's degree (or higher degree) in child development or early childhood education.
Combination of education and experience** -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Evaluation of Experience: Some positions appropriately classifiable in this series involve work in connection with grants or similar funding activities to further educational progress. For such positions, experience gained in an occupational area similar or closely related to the position is qualifying experience, provided such experience involved judgment of a kind and level of difficulty and responsibility essential to successful performance in the position to be filled.
Specialized Experience:**One year of specialized experience for GS-1701-09 which includes principles, concepts, methodology, and practices of child and youth development to manage a family child care program; conducting inspections to ensure quality of child care in family child care homes; identifying and modifying curricula to meet the physical, intellectual, emotional, and social developmental needs of children equivalent to the GS-07 grade level in the Federal service. NOTE: You must submit copies of your official transcripts.
This definition of specialized experience is typical of work performed at the GS-07 grade/level or equivalent in the federal service. NOTE: You must submit a copy of official transcripts.
Education:** Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.
**Combination of Education and Experience:** A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
**FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:** Applicants must have served at least 52 weeks at the GS-07 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
**KNOWLEDGE, SKILLS AND ABILITIES (KSAs):**Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* Knowledge of professional child development theory, methodology, and practices relating to physical, intellectual, social, and emotional development of children at a variety of ages, with a variety of needs, and in a variety of settings.
* Knowledge of child care regulatory requirements, policies, and practices.
* Skill in educating, counseling, and advising child care providers and parents; assessing training and children's developmental needs; and evaluating qualifications and suitability of child care providers.
* Skill in compiling, analyzing, and evaluating information; preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining required records; and managing resources to enhance accomplishment of program goals and mission.
* Ability to communicate effectively both orally and in writing.
**PART-TIME OR UNPAID EXPERIENCE:**Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
**VOLUNTEER WORK EXPERIENCE:** Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
